The British Embassy in Beijing launches an open call for China Network’s International Programme Fund

The British Embassy in Beijing has launched an open call for China Network’s International Programme Fund.

China Network’s International Programme Fund wants all projects to aim to promote, protect and improve human rights. It was aims to promote, protect and improve and the rule of law in mainland China and Hong Kong.

Bids are welcome on the following issues which include, but aren’t limited to, those mentioned below:

  • Human Rights Defenders
  • China’s legal and juridical system
  • Civil Society organisations including those working on issues around LGBT rights, gender, disability and labour
  • Religious and cultural rights
  • Freedom of expression, including media freedom and countering disinformation
  • Technology and human rights.

Selection criteria

China Network’s International Programme Fund bids will be assessed against the following:

  • Project design: Feasibility of output and activities including the capacity of the implementing organization to deliver outcomes.
  • Impact: Deliver high-impact, meaningful and sustainable change to human rights and open societies in mainland China.
  • Viability and risks: Robust analysis of key risks, and a plan of action to mitigate and maintain those risks. Clear engagement/buy-in of key stakeholders.
  • Value for money: Reasonable and comparable costs against the number of direct beneficiaries and the scale of achievable outcomes.

Where applicable, bids may be assessed against the Official Development Assistance (ODA) eligibility rules.

What’s available?

China Network’s International Programme Fund has funding between £10,000 – £80,000 (105,000RMB – 840,000RMB) is available for projects. Both ODA and non-ODA funding is available.

How to apply

You can be expected to include the following in your project proposal template for the China Network’s International Programme Fund:

  • Project title
  • Purpose
  • Context and need for the project
  • Background
  • Short project summary
  • Cost
  • Timing
  • Activity based budget
  • Implementing agency
  • Will the Implementing Partner be sub-contracting any other agencies to carry out elements of the project activities?
  • Country/countries covered
  • Have you bid for funding from the FCO in the past three years?
  • Project plan
  • Purpose objectives: indicator, baseline, sources, milestones, target, date
  • Outputs: NOT activities – the things that remain after the activities are completed
  • Activities
  • Sustainability
  • Monitoring
  • Risks
  • Stakeholders
  • Beneficiary groups.

Proposals must be submitted via the attached forms on the government website. The Project Proposal Form and Activity Based Budget must be completed in English.

The entire project must start and be completed between 1st August 2021 – 31st March 2022.

Submission deadline: Project proposals must be received by 23:59 (GMT) on Monday 12th July.
